Description of problem:

RHQ's current CLI only supports Javascript. It would be great if we could enable other languages to interact with the RHQ both in the CLI and on the server (in alert scripts).

Any new language MUST support (unless incompatible with that language) the same bindings to RHQ. I.e. the implicit variables like ResourceManager, AlertManager, etc. must all be available and have the same methods available as in Javascript.

Bulk closing of items that are on_qa and in old RHQ releases, which are out for a long time and where the issue has not been re-opened since.
