3.3.2 *isn't* a stable version, it too is a development version. only even versions are stable, and the 3.2.x stable releases don't even run on F-17
Also please provide more details, like type of account etc. It works fine for me on F-17 and F-18 There were some changes to incoming call notifications for gnome 3. Could you report this bug to https://bugzilla.gnome.org/browse.cgi?product=ekiga so that the developer who worked on this can see how to fix this issue? What window manager do you use, Stefan?
