Description of problem:

F18b TC7 after installing the 'minimal' package group, the first boot after installing is a black screen. It seems that the login is running in tty2, so switching to that tty shows the login.

Steps to Reproduce:
1. install 'minimal' package group
2. boot
3. black screen on tty1, switch to tty2
  
Actual results:
boots in tty1 with no login, one must switch to tty2 to login

Expected results:
tty1 login
