Description of problem:
If you add an aliases and set ONBOOT=no to keep it from being active right now
it gets ignores by ifup-aliases and gets brought up anyway.

You can set ONPARENT for aliases.

ONPARENT is obscure, other packages such as carp state you should set ONBOOT.

I can see occasions where you you would want ONPARENT=yes and ONBOOT=no to bring
the interface up at non-boot time when you want to restart the parent.
