The Save button should be completely disabled until 'Password' and 'Confirm Password' are entered

How reproducible:
Always

Steps to Reproduce:
1. Launch SAM UI
2. Click Forgot Password
3. Click on the link from the Password Reset email received
4. Start entering new Password.  Notice that the 'Save' button is disabled with a notification message 'Passwords do not match'
5. Now without entering 'Confirm Password' field, try one of the following:
--> Click enter to submit the page
--> Click on the disabled-like 'Save' button
  
Actual results:
The page gets submitted without date in 'Confirm Password'

Expected results:
The 'Save' button should be completely disabled and the following should not work:
--> User trying to submit the page by clicking Enter
--> User trying to click on the disabled-like 'Save' button

This behaves as desired now: Save button is disabled until both password fields match.
