Description of problem:
If an invalid URL is entered plain HTML text is displayed: "Exception caught: Unknown action". A more descriptive error should be displayed inside a proper error page.

1. nav to https://localhost/katello/roles/unknown_action

Note we do handle 403 and 404 errors more gracefully. Example:

The move to foreman resolves this. I am aligning with 6.1 and will ask that QE verify.

This bug is slated to be released with Satellite 6.1.
