[RFE] display more descriptive error pages for invalid URLs

Description of problem: If an invalid URL is entered plain HTML text is displayed: "Exception caught: Unknown action". A more descriptive error should be displayed inside a proper error page. Version-Release number of selected component (if applicable): 1.1.2 How reproducible: always Steps to Reproduce: 1. nav to https://localhost/katello/roles/unknown_action Additional info: Note we do handle 403 and 404 errors more gracefully. Example: https://localhost/katello/404_error_not_found

The move to foreman resolves this. I am aligning with 6.1 and will ask that QE verify.
