Description of problem:
Component.update does not work on a component that is not open for new bugs. It should. Check Component.create as well.

Component.get had this problem, but it was already fixed with an unrelated change in Bugzilla 4.4

This has been fixed by other changes in Bugzilla 4.4, and backported to 4.2-8.
