Description of problem:
This is a follow-up of bug 924269. I tried to report the bug manually. It displays a lot of errors and the window crashes every time I try to move the slider to see the whole cause of the problem. See video.

I can't reproduce it with ISO for GNOME-3.8 test day[1]. The output of rpm -qa is slightly different than the one you've attached. It was more likely a bug in gtk.

The bug in scrollbars is fixed in gtk3 3.8.0 (see bug #921931) and the problem with missing installed_packages has been fixed on server side.
