I can't reproduce it with ISO for GNOME-3.8 test day[1]. The output of rpm -qa is slightly different than the one you've attached. It was more likely a bug in gtk. If you have time to re-test, please do so and report the results here. 1: https://fedoraproject.org/wiki/Test_Day:2013-03-21_Gnome_3.8
The bug in scrollbars is fixed in gtk3 3.8.0 (see bug #921931) and the problem with missing installed_packages has been fixed on server side.
