When installing in a time zone east of GMT the timezone is set correctly at
the end of the install, but seems to be wrong during the install. The
result is that all the config files created during the install have a
modification time some hours in the future. It may not be a world
shattering bug, but it gets annoying when doing post install configuration.

This issue will be resolved in the next cut of the installer.

Changed to 'CLOSED' state since 'RESOLVED' has been deprecated.
