Czech keyboard layout sellection

Description of problem:
Font used for keyboard layout names does not support all symols used in the names (and their translations).

Version-Release number of selected component (if applicable):


How reproducible:
KVM virtual machine, spice.

Steps to Reproduce:
1. Select Czech language
2. Click "+" button to open keyboard layout sellection box
  
Actual results:
Names of keyboard layouts are not displayed correctly (see the attachment).

Hmm, works fine here

This is a systemd locale issue: in F19 Alpha non-Live installs
system processes (like gdm which starts g-i-s) are running with C locale.
