The summary says it all. spice-gtk based clients and the linux agent now support agent based client -> guest file transfer, the windows agent should be extended to support this too.

This is not working. I filed a bug against this:
https://bugzilla.redhat.com/show_bug.cgi?id=1011645

The RHEL 6.5 guest with spice-vdagent-0.14.0-2.el6, works.

Works For Me (see "But" below) with a Windows 7 x64 guest.

But the files are copied to a "common" directory:
  c:\users\public\desktop

I expect the files to be copied into a user directory, e.g.
  c:\users\USERNAME\Desktop or %LOCALAPPDATA% or similar

Verified that file transfers (drag and drop from client to guest) works using RHEVM is24.2, with vdagent-win-3.3.2.

Verified on:
Scenario 1:
client Window7, Virt-Viewer 0.5.615.el6_5
dragging and dropping a file to:
guest: Windows 7, with vdagent-win-3.3.2

Scenario 2:
client RHEL 6.5 32bit, Virt-Viewer 0.5.6
dragging and dropping a file to:
guest: Windows 7, with vdagent-win-3.3.2
