Steps to reproduce:

1) Create 2 environments out of Library: Dev1, Dev2
2) Create CV, eg CV1
3) publish and promote to Dev1
4) create another changeset to go from Library to Dev2 and try and promote CV1 into Dev2, it blocks this and states "Promoted".
