Description of problem:
[All LANG][RHSM GUI] Unlocalized string 'Proxy location cannot by empty' in 'Proxy Configuration' dialog.

How reproducible:
100%


Steps to Reproduce:
1. Open Red Hat Subscription Manager in local language
2. Click on Menu (System --> Configure Proxy).
3. Check 'I would like to ...' check box and click 'Test Connection' button in 'Proxy Configuration' dialog.

Actual results:
Unlocalized string 'Proxy location cannot by empty'

Expected results:
It should be localized.
