Russell put in a comprehensive listing on the dev bug.
However the whole 'disable a service' isn't currently talked about in any of the docs upstream or RH. Will go into the Appendix:OpenStack Command Reference.

Command-line listings are now automatically contained in the End User Guide. Will just need to check that it's there.

Included the new 'service' commands in the command reference appendix.
