Description of problem:
Policy classes need to return the user-supplied temporary
directory if they decide not to override it.

How reproducible:
100%

Steps to Reproduce:
1. sosreport --tmp-dir=$some_path

Actual results:
--tmp-dir is not respected

Expected results:
--tmp-dir is used unless a policy module explicitly overrides it.
