Description of problem:
If you try to import VM with network red and profile x to DC with network red but without profile x (only with profile y with port mirroring and profile z without port mirroring for network red) the imported VM will get profile y or profile z arbitrary when it should always put profile z for network red

How reproducible:


Steps to Reproduce:
1. Create network red on DC 3.3 with profile x
2. Attach this profile to VM and export it.
3. Create network red on DC 3.2 with profile y with pm and profile z without pm
4. Import VM to DC 3.2

Actual results:
Sometimes the profile z is attached to the imported VM and sometimes profile y

Expected results:
Profile z should be always attached to network red on imported VM
