Description of problem:

* turn on Test Updates for fc19
* check for updates
* get following error

python-requests-1.2.3-4.fc19.noarch requires python-urllib3>=1.7 : Success - empty transaction

Installed version of python-urllib3:

# rpm -qa | grep python-urllib3
python-urllib3-1.7-2.fc19.noarch

As a side note, not that it has anything to do with this issue:

* This machine was upgraded from fc18 to fc19 via fedup.
* This is not the first update, previous updates passed without issue.
