Description of problem:
Instead of the Error List Item "The filter start date must be an earlier date than the filter end date", Error List Item "Both the hour and date criteria of the filter are blank" is shown when a filter is submitted created with just the date criteria field filled with wrong date range: end date before start date

How reproducible:
Always

Steps to Reproduce:
1. navigate: Administration -> Reports -> New Filter
2. select date range criteria and put end date before start date
3. submit
4. displayed error message pop-up window contains wrong message for the error case (last error message list item shown)

Actual results:
"Both the hour and date criteria of the filter are blank" message is shown

Expected results:
"The filter start date must be an earlier date than the filter end date" is shown

This works for me on my instance, I'll ping you tomorrow so we can repro on your machine.

The bug is that if you put a date like "8/32/2013", it will give a "date cannot be blank" message.
