Sorting of filters before reload of the page

Description of problem:
When creating new filter in reports, it is sorted above default one.


Version-Release number of selected component (if applicable):
SAM 1.3 snapshot #4
katello-headpin-all-1.4.3-11.el6sam_splice.noarch


How reproducible:
always


Steps to Reproduce:
1. In webUI go to Administer -> Reports -> + New Filter
2. Note soring in Report Filters box
3. Reload page
4. Note sorting again


Actual results:
New filter is sorted above the default one before reload (step "2.").


Expected results:
Should be sorted same as after reload (step "4.").

The release of Satellite 5.8 we are deprecating the support of Subscription Asset Manager. The release notes for 5.8 can be found at https://access.redhat.com/documentation/en-us/red_hat_satellite/5.8/pdf/release_notes/Red_Hat_Satellite-5.8-Release_Notes-en-US.pdf.
