Description of problem:
The pacemaker Apache resource-agent does not default to the correct apache configuration file shipped in rhel7.

How reproducible:
always

Steps to Reproduce:
1. configure apache resource without configfile option set

Actual results:
apache resource fails.

Expected results:
apache agent should start and detect the correct default configuration location.

I have verified that apache resource can be started without configfile
parameter given in resource-agents-3.9.5-26.el7.x86_64.

resource-agents-3.9.5-26.el7.x86_64:

[root@duck-03 ~]# pcs resource create webserver ocf:heartbeat:apache

[root@duck-03 ~]# pcs status
