Description of problem:
Condor service needs few seconds pause after its stopping before starting again, so command "restart" exits with exception.

Error message:
"Could not start the condor service on Local Computer.
Error1: Incorrect function."

Version-Release number of selected component (if applicable):
condor-7.8.9-0.2g

How reproducible:
100%

Steps to Reproduce:
1. Install condor package.
2. Restart the machine.
3. Open "Services" console and restart the service.

Actual results:
Condor restart exits with error message in the starting phase. 

Expected results:
Condor restart should be completed without exceptions.

MRG-Grid is in maintenance and only customer escalations will be considered. This issue can be reopened if a customer escalation associated with it occurs.
