patch rollback --patch-id=<id> --reset-configuration=false reverts configuration to state before applying patch

see test CumulativePatchingScenariosTestCase#testCumulativePatchRollbackRestoreConfiguration


This is fixed in ER1, just cloning the issue for reference.
