Description of problem: havana+neutron - in the network view you can see the lans and the vms on those lans. if you click on the vm you get the choice of viewing the console or the log. clicking on the vnc console bring up this error from the httpd server: Not Found The requested URL /project/instances/6f9dc998-0c33-4db2-8c35-e476fbd14532/vnc was not found on this server. Could you please verify, that the console works for you, when trying to open the console via the instance tab?

If it's really urgent for you, the patch from https://review.openstack.org/#/c/47532/3/openstack_dashboard/dashboards/project/network_topology/templates/network_topology/client_side/_balloon_container.html will help you. That'll be the file /usr/share/openstack-dashboard/openstack_dashboard/dashboards/project/network_topology/templates/network_topology/client_side/_balloon_container.html I suspect, rc1 will contain this patch as well.
