Description of problem:
sometimes two spacewalk-splice-checkin tools are running in parallel


Version-Release number of selected component (if applicable):
splice-0.146-1.el6sam.noarch


How reproducible:
seen it once


Steps to Reproduce:
1. Setup Splice sync from Satellite 5.6.0 with ~1800 systems registered


Actual results:
When I was then running spacewalk-splice-checkin which is running quite long in this case, I have noticed `spacewalk-splice-checkin --splice-sync` was lunched by a cron.

`ps axf` looked something like this:
[...]
\- crond
   \- spacewalk-splice-checking --splice-sync
[...]
\- screen
   \- spacewalk-splice-checking
[...]


Expected results:
Only one spacewalk-splice-checking should be running at one time

The release of Satellite 5.8 we are deprecating the support of Subscription Asset Manager. The release notes for 5.8 can be found at https://access.redhat.com/documentation/en-us/red_hat_satellite/5.8/pdf/release_notes/Red_Hat_Satellite-5.8-Release_Notes-en-US.pdf.
