Description of problem:
User cannot initialize data center from an unattached domain when all local data domains in the local DC are inaccessible.
There should be an option to initialize local DC from an unattached local domain.

How reproducible:
100%

Steps to Reproduce:
Have a local DC with a local domain.
1. remove the mount point from the host (remove the directory)
2. local data domain will become inactive


Actual results:
There is no option to re-initialize the DC because there is no other data domain to take the old domain place. We cannot perform reconstruct.

Expected results:
There should be an option to create an unattached local domain so user will be able to re-initialize DC.

It is not a bug, this behavior is by design.
On a local data center when a master domain becomes inactive another domain automatically takes it's place as a master domain, in case there is no other domain the data center becomes inactive and there's no point in giving a reinitialize option because:
1. There's no such thing as a detached local domain thus no detached domain can be initialized as master
2. There's no way to create another local domain since the data center is inactive
