Description of problem:
admin could see the button 'Return Loan', even there is nobody was loaned to, but the account who has the permission only could see 'Update Loan'

How reproducible:
always

Steps to Reproduce:
1. login as admin account.
2. on system page click button 'Loan Settings' when there is nobody had been loaned to.
3. check the button 'Return Loan' on the loan window.

Actual results:
admin account could see the button 'Return Loan'

Expected results:
admin account could not see the button 'Return Loan' as the account who has the permission of loaning systems.

It is a really strange problem, because I had one when I was working with different websites that were connected to financial themes. And the best one for me was https://fitmymoney.com/best-personal-loans-for-fair-credit/ because everything was working fine and I have found more websites for a financial theme where I found websites that don't have this problem when you want to take out a loan. For every user it is very important that everything will go in a proper way, without any mistakes.
