Description of problem:
If you try to login with an empty or invalid email address (e.g.
foo@foo@foo.com) you get an ACS Error Report page

Steps to Reproduce:
1. login with foo@foo@foo.com (or no email address at all)

Actual Results:  ACS Error Report (will attach separately)

Expected Results:  A nice error message
