_kde4_iconsdir is defined in kde-filesystem.  It's apparently not installed in the build root, so the macro not expanded:

$ rpm -qp --scripts phonon-backend-gstreamer-4.6.2-26.el6_4.x86_64.rpm 
postinstall scriptlet (using /bin/sh):
touch --no-create %{_kde4_iconsdir}/hicolor &> /dev/null ||:
postuninstall scriptlet (using /bin/sh):
if [ $1 -eq 0 ] ; then
  touch --no-create %{_kde4_iconsdir}/hicolor &> /dev/null ||:
  gtk-update-icon-cache %{_kde4_iconsdir}/hicolor &> /dev/null ||:
fi
posttrans scriptlet (using /bin/sh):
gtk-update-icon-cache %{_kde4_iconsdir}/hicolor &> /dev/null ||:

BuildRequires: kde-filesystem should fix this, but you should do that only if it doesn't introduce a cyclic build dependency. :-)

This request was evaluated by Red Hat Product Management for
inclusion in the current release of Red Hat Enterprise Linux.
Because the affected component is not scheduled to be updated
in the current release, Red Hat is unable to address this
request at this time.

it's no problem to add BR on kde-filesystem. The kde-filesystem only requires filesystem and rpm so there's no cyclic build dependency in this case
