Description of problem:
Cannot create new VM disk. The Interface selection list in the Add Virtual Disk dialog is empty.

Version-Release number of selected component (if applicable):
rhevm-3.3.0-0.25.beta1.el6ev.noarch (is18)

How reproducible:
100%

Steps to Reproduce:
1. Have some VM in User Portal.
2. Try to add new VM disk (VM -> Disks sub-tab -> Add)
3. 

Actual results:
The selection list `Interface` is empty.

Expected results:
The options IDE and VirtIO should be listed.

Additional info:

Regression against rhevm-3.3.0-0.24.master.el6ev.noarch (is17).

In webadmin the selection list is populated. 

Reproduced with different users : admin@internal and IPA domain user with roles UserRole, SuperUser, StorageAdmin, PowerUserRole.

Error message in engine.log every time the `Add Virtual Disk` dialog is opened:

2013-10-14 16:25:11,684 ERROR [org.ovirt.engine.core.bll.GetVirtioScsiControllersQuery] (ajp-/127.0.0.1:8702-3) Query execution failed due to insufficient permissions.

This might look like duplicate of bug 718732 but it's not.

Verified in rhevm-3.3.0-0.27.beta1.el6ev.noarch (is19).

The `Interface` selectbox in VM disk dialog in User Portal is now populated with options.
