Description of problem:
rhq storage (explicitly started) stopped with server installation

Version-Release number of selected component (if applicable):
jon 3.2 er3

How reproducible:
always

Steps to Reproduce:
1. run rhqctl install --storage --start
2. run rhqctl install --server
3.

Actual results:
storage is stopped when server installation finishes (or fails)

Expected results:
storage service is not stopped if started before server installation

Additional info:
rhqctl install --server starts storage for installing server and stopps it.

Expected behaviour: rhqctl install --server (or rhqctl install) stops only services that were started with it and doesn't stop services running before it's execution

Moving to unspecified target milestone as only JON 3.2.0 'blockers'(https://url.corp.redhat.com/bz-jon32-blockers-list-notmodified-nodocs) will make it into subsequent builds after ER5.

This is true but it's a corner case and the fix is not trivial.  There is currently no infrastructure to easily check if the storage node was running in advance of server install.

I am closing this one as won't fix, please re-open if the priority is higher than I imagine.
