the requirement for python-ceilometerclient >= 1.0.6 is included in 
python-django-horizon-2013.2-0.15.rc2.el6ost

Verified NVR: python-django-horizon-2013.2-0.15.rc2.el6ost.noarch

1. The python-ceilometerclient version is now 1.0.6-1
2. Verified that the metering UI is avalible via: http://<FQDN>/dashboard/admin/metering/
