Description of problem:

Currently the menu option "Rabalance" comes at the last the Volumes tab. The same should come just after the "Stop" menu option.

How reproducible:

Always

Steps to Reproduce:
1. Login to RHS-C
2. Go to Volumes tab
3. Check the menu options for Volumes tab

Actual results:
"Rebalance" option comes at the last

Expected results:
"Rebalance" menu option should come just after "Stop"
