Description of problem:
When the RHA::User code is changed, Apache::ASP doesn't seem to pick it up as
normal; instead the box thrashes until the httpd is bounced.  Afterwards all is
well again.

How reproducible:
Fairly consistently
    
Additional info:
I suspect that this has to do with circular dependencies in package includes and
Apache::ASP's recompile detection mechanism as applied thereto.  It's only a
theory though.
