Description of problem:
When low resolution is used (e.g. 800x600) Edit Console Options button is missing and it's not possible to change anything for VM.

rhevm-3.3.0.-0.26.master
firefox-17.0.8

How reproducible:
Always

Steps to Reproduce:
1.Set resolution 800x600px
2.Open browser
3.Log into RHEVM with VM created 


Actual results:
Edit Console Options button is missing

Expected results:
Edit Console Options button is available on page (slider could be present if there is no space)

- we are not supporting resolutions below 1024x768
- even in 1024x768 we still have problems, they are tracked via bug 818051 (among other bugs...)
