I can reproduce this with:
virt-viewer-0.5.7-2.el7-x86_64

Steps:
1. Prepare a winxp guest on rhevm.

2. Configure the guest with spice and two displays.
Double click on the guest item -> menu 'Console'
Protocol : spice
Monitors: 2
Click 'OK'

3. Start the guest and click 'console' and open the second display
View -> Displays -> display 2
make can see two displays work well

4. check the taskbar is in the primary display.
Right click on desktop -> Properities -> Setting
Display 1 is primary, and task bar is on it.

5. reboot the guest.
'Start' -> 'Turn off computer' -> 'Restart'

6. After the guest boot, repeat step4 to check the taskbar

Result:
Step 6, task bar is on display 1, but display 1 is not primary.

Verify with:
virt-viewer-0.5.7-3.el7-x86_64

Steps:
As the stpes above.

Result:
display 1 is primary, and taskbar is on it.

As the result, set VERIFIED
