The katello-redhat_access_engine plug-in should be a formal co-requisite of katello. This will ensure that the plug-in is available by default and the service is available to subscribers. To resolve this the following line should to be added to (probably) katello-headpin-all*.rpm's specfile. Requires: ruby193-rubygem-katello-redhat_access_engine
