Description of problem:
RHS 2.1 Public Cloud AMI does not include AWS EC2 tools required to complete installation as outlined in Chapter 16 of the Administration Guide (https://access.redhat.com/site/documentation/en-US/Red_Hat_Storage/2.1/html/Administration_Guide/chap-User_Guide-Provisioning_Storage.html)

ec2-create-volume -s SIZE -z ZONE

Version-Release number of selected component (if applicable): 2.1


How reproducible: Everytime


Steps to Reproduce:
1. Deploy RHS 2.1 AMI
2. ec2-create-volume -s SIZE -z ZONE
3.

Actual results:
ec2-create-volume not found


Expected results:
Provision EBS Volume storage
