Description of problem:


If reviewers incorrectly set an original rhel cert's classification to "layered product", the missing legal platform error will happen when update a cert

How reproducible:


Steps to Reproduce:
1.Open an original rhel cert
2.Set its cert classification to "layered product" and save changes
3.Open the cert again, make any changes and click "Save Changes" button

Actual results:
A "legal platform is not found" error occurs


Expected results:
no error
