Description of problem:

Remove VM, without removing its disks, releases the usage of quota in the cache.

How reproducible:
100%


Steps to Reproduce:
1. enforce quota in DC.
1. create storage quota with limitation of 1 GB.
2. add vm and 1GB disk to that VM, and assign the quota to the disk.
3. remove VM without removing the disk (uncheck remove disk in remove VM dialog).
4. create another disk and assign to that quota.

Actual results:
disk is created although the quota is maxed-out.

Expected results:
should fail on no sufficient storage quota resources.
