Where times are specified currently, they are specified with no time zone.  They
are translated correctly by oracle but the user has no indication of what time
the system currently believes that it is or what time zone the system believes
the class is in.  At some point this should probably be remedied by:

1) Indication of current time on page headers
2) Figure out a way to show the user's current time zone.  The difficulty with
this is that currently zones are specified as regions e.g. 'US/Eastern' which
will actually change zones and offsets depending on the time of year (EST/EDT)
and I don't have a good way to determine which one applies -- offset can be
determined correctly but not the zone.
