Steps to Reproduce:
1. make sure smart-proxy with puppetmaster on master is configured
2.create an organization in Katello
3. list puppet environments in Foreman

Actual results:
there is no environment for the organizaiton's default content view

Expected results:
there should be an environment for the organization's default content view

Additional info:
The same applies for content view publishing and promotion in case there is no puppet content
