this bug reproduce on latest Havana puddle (2013-11-08.1) on rhel6.5 and currently blocking me from testing foreman.

I am hitting the same issue with 11.08 puddle when applying Nova controller host group (inherits quickstack::nova_network::controller class) to a host then running puppet agent -tv:
