Description of problem:
"Tomcat Web Application (WAR)" components stay down when server comes back up.

How reproducible:
Always

Steps to Reproduce:
1.Shutdown Tomcat managed server
2.Wait for Tomcat managed server to be reported DOWN
3.Start Tomcat managed server again
4.Wait for Tomcat managed server to be reported UP

Actual results:
"Tomcat Web Application (WAR)" components stay down

Expected results:
"Tomcat Web Application (WAR)" components come back up

Additional info:
"Tomcat Web Application (WAR)" components stay down on the first availability check. Once the second availability check is triggered, the components come back up.
