Since this issue was entered in Red Hat Bugzilla, the release flag has been set to ? to ensure that it is properly evaluated for this release.
The implementation for content views was re-designed upstream. With those changes comes a new method of assigning puppet modules to a content view, which results in this bug no longer being an issue.
