missing documents for python-linux-procfs api

always

Steps to Reproduce:
1. install python-linux-procfs
2. go to /usr/share/doc/python-linux-procfs-0.4.6
3. list content

Actual results:
contains only COPYING

Expected results:
some folder with documented api

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
