Description of problem:
On a new install of Fedora 20 Beta, there is a mismatch between the actual permissions on / and those in the filesystem package.

Perform clean (non-upgrade) install of Fedora 20
# stat /
Size: 4096 Blocks: 8 IO Block: 4096 directory
Device: fd00h/64768d Inode: 2 Links: 18
Access: (0755/drwxr-xr-x) Uid: ( 0/ root) Gid: ( 0/ root)
# rpm -qf /
# rpm -qlvf /
dr-xr-xr-x 2 root root 0 Aug 7 02:10 /
Close as duplicate of 1030691 due to a CSRF protection bug in Bugzilla that encouraged me to POST my bug twice.
