Description of problem:
On a new install of Fedora 20 Beta, there is a mismatch between the actual permissions on / and those in the filesystem package.

Version-Release number of selected component (if applicable):
filesystem-3.2-19.fc20.i686

How reproducible:
Perform clean (non-upgrade) install of Fedora 20

# stat /
  File: ‘/’
  Size: 4096            Blocks: 8          IO Block: 4096   directory
Device: fd00h/64768d    Inode: 2           Links: 18
Access: (0755/drwxr-xr-x)  Uid: (    0/    root)   Gid: (    0/    root)

# rpm -qf /
