1. Document the required state of interfaces on a system when a particular host group is applied. We currently found, for example with one hostgroup that:

  A. Interfaces need to be up with IP for GRE
  B. interfaces need to be up without IP for neutron provider/vlan network

2. Build the puppet modules such that they can handle an interface that is not up, is up but does not have an IP address, or is up and has an IP address

This will be included as part of the network management development for rhel-osp-installer rather than as part of ofi.
