Previously, it was impossible to specify runtime dependencies between collections, for example, if one collection depended on another, the user had to enable both of them manually. This update introduces a feature in which a collection has a way to enable another collection implicitly during startup.

This bug has been copied from bug #874417 and has been proposed
to be backported to 6.5 z-stream (EUS).
